Layali Abdulrahman Al Mulla is the Director of the Building Permits Department within the Buildings Regulation & Permits Agency at Dubai Municipality. A distinguished architectural engineer with over two decades of public sector leadership, she manages the qualification and licensing of all engineering and contracting firms in the Emirate of Dubai and supervises the comprehensive permitting of all buildings under Dubai Municipality’s authority.
Her leadership is rooted in Dubai’s vision of becoming a sustainable and smart city, emphasizing collaboration with customers, consultants, and contractors to achieve shared goals. Eng. Layali has been instrumental in shaping Dubai’s built environment, pioneering transformative initiatives in building regulations, engineering systems, and 3D printing technologies in construction. She also oversees the development of legislation, regulations, and related building-related research studies.
Her work has earned Dubai global recognition for innovation in building permitting. Layali is a recipient of the Arab Ideas Award (2020) and the CTF Award for 3D Printing and Modular Building (2021).
